Will Black Folks Be Left Out of Stimulas Plan? the washington post reports, The White House released a four-page report that for the first time spells out spending priorities and accountability measures for the recovery package, which comes as Obama tries to overcome some Republican opposition and pass the plan by mid-February. Some of Obama's proposals appear designed to attract Republicans -- such as a program to double renewable energy capacity in three years that includes a measure to leverage $100 billion in private financing, and an expansion of the Child Tax Credit, to cut taxes for more than 16 million children. Other proposals are aimed at appealing to average taxpayers, many of whom have not felt the benefit of an earlier stimulus package or the financial bailouts. Among the items: an expansion of access to the temporary health care program, Cobra, that people access when they lose their jobs. "This does reflect some bipartisan consultations," an Obama official said. But officials from the White House and the National Economic Council did not specify which items in the report came directly from Republicans during Obama's meetings with them in recent days. The report said Obama would spend at least 75 percent of the stimulus package in the first 18 months after passage. Among the other major goals is updating the electric grid by laying more than 3,000 miles of transmission lines and installing 40 million "Smart Meters" in American homes. The plan also would weatherize at least 2 million homes to save low-income families on average $350 per year, and modernize at least 75 percent of federal buildings. The plan calls for several major infrastructure investments, including enhancing security of 90 major ports and modernizing the nation's water system by launching 1,300 wastewater projects, 380 drinking water projects and 1,000 rural and sewer system projects. "Endless delay or paralysis in Washington in the face of this crisis will bring only deepening disaster," Obama told a town hall meeting in Elkhart, Indiana, a city whose jobless rate has soared in the past year. The president, in office three weeks, is trying to regain momentum after a week in which a key cabinet nominee withdrew in a flap over unpaid taxes and his push for a stimulus plan hit unexpected snags in the Democratic-controlled Congress. The House of Representatives has approved an $819 billion economic recovery plan, while the U.S. Senate is expected to pass an $827 billion measure, but fashioning a compromise could be difficult because the two versions differ on tax cuts and spending. Obama flew to Elkhart, a center for recreational vehicle manufacturing, to appeal directly to voters hard hit by the recession, and he scheduled his first White House news conference for Monday evening to make a national appeal for Congress to move quickly on his economic plan. "I am calling on Congress to pass this bill immediately," Obama said. "Folks here in Elkhart and across America need help right now, and they can't afford to keep on waiting for folks in Washington to get this done." Obama said an independent, bipartisan board would oversee spending to make sure the money was not wasted.

WASHINGTON – President Barack Obama is ready to sign into law the most sweeping economic package in decades, a rescue plan meant to reinvigorate job creation, consumer spending and public optimism. Add the bill to an ever-growing deficit. Capping the biggest victory of his month-old administration, Obama will sign the economic legislation Tuesday in Denver. The setting, the Denver Museum of Nature & Science, is meant to underscore the investments the new law will make in "green" energy-related jobs. It also allows Obama to get away from Washington, where the bill's passage was a mostly partisan affair, and be among people who may benefit from the huge government intervention. The flailing economy continues to dominate Obama's time. Tuesday is also when General Motors Corp. and Chrysler LLC, which are living off a combined $13.4 billion in federal bailout loans, are due to hand in plans to Obama's government about how they can remain viable. And on Wednesday in Arizona, Obama will unveil another part of his economic recovery effort — a plan to help millions of homeowners fend off foreclosure. But first comes the $787 billion economic stimulus bill, which tries to attack the nation's economic free fall on multiple fronts. It pumps money into infrastructure projects, health care, renewable energy development and conservation, with twin goals of short-term job production and longer-term economic viability. There's a $400 tax break for most individual workers and $800 for couples, including those who do not earn enough to pay income taxes. It dishes out tens of billions of dollars to states so they can head off deep cuts and layoffs. It provides financial incentives for people to start buying again, from first homes to new cars.

Overhauling the health system also keeps the public and Congress focused on big issues and the economic recovery, and away from Cabinet nomination glitches, mounting ambivalence about the cost of the stimulus package (PL 111-5) and stock market fears about a federal takeover of the banking system. "The audience clearly is the country as a whole and the message is 'let's not lose sight of what still needs to be accomplished,' " said Linda L. Fowler, a presidential scholar at Dartmouth College. "Congress provides a backdrop for his message. He's going over the lawmakers' heads to get the public to pressure them to come around [to his thinking]." Obama focused on how health care dovetails with the recession on Monday, telling governors gathered for their annual Washington meeting that he will release $15 billion of stimulus funds to help states meet rising Medicaid costs. Medicaid is the joint federal-state entitlement program that provides health care for the poor. As a candidate, Obama called for creating national pools for individuals to buy their own inexpensive insurance and expanding eligibility for the poor and children to enroll in Medicaid and the State Children's Health Insurance Program.
